Amends Education Law Section 3602 to require reimbursement of school districts and boards of cooperative educational services for actual expenses incurred in conducting studies required by the Department of Education for district reorganization approval.

Defines "reorganization" as any merger, consolidation, or annexation of school districts eligible for aid under existing subdivision fourteen of Section 3602.

Effective immediately upon enactment, provided that an appropriation to the education department has been made for implementing the reimbursement requirement; otherwise, the act takes effect 45 days after such appropriation is made.

Requires the Division of the Budget to notify the legislative bill drafting commission upon enactment whether an appropriation has been made, and to provide notice when any future appropriation is made.
