Amends Elder Law Section 203 to authorize the Office for the Aging to contract with one or more statewide organizations to establish a databank of individuals willing to volunteer for aging-related programs.

Requires the office to establish guidelines for the databank covering data requirements, confidentiality, screening, access, data correction, and other operational standards in consultation with the advisory committee for the aging.

Authorizes development of voluntary training programs for volunteers and staff at not-for-profit organizations to effectively use volunteers, with possible consultation from State University of New York and City University of New York.

Takes effect immediately, except the databank and training program provisions become effective on April 1 occurring at least one year after the bill becomes law.
