Expands liability immunity to include the Medical Society of the State of New York, the New York State Osteopathic Society, county medical societies, and their agents/employees in addition to individual committee members.

Extends immunity protection to actions taken by physician committees established to address physician impairment, provided the actions were taken without malice and within the scope of the individual's function.

Requires physician committees to disclose monthly information about reports, contacts, investigations, and dispositions to the director of the office of professional medical conduct, while prohibiting disclosure of personally identifiable information except in specific circumstances.

Mandates committees to immediately report physicians believed to be an imminent danger to the public and report in timely fashion on physicians who refuse to cooperate with treatment or whose impairment is not substantially alleviated.

Protects physician committee proceedings and records from disclosure under civil practice law and rules, and prevents committee members and attendees from being required to testify about meeting discussions.
