Allows town boards in New York to establish and operate town fire departments in towns without existing fire districts, notwithstanding provisions of article eleven of the town law.

Grants town boards authority to purchase fire equipment, uniforms, and buildings; construct water reservoirs; hire part-time firefighters; and inquire into causes of fires.

Establishes volunteer firefighter membership requirements including residency in the town, with limited exceptions allowing up to 45% non-resident membership if they can actively serve and approval is obtained.

Requires background checks for applicants and prohibits individuals convicted of arson from membership or election to fire department offices; membership immediately terminates if a member is convicted of arson.

Provides framework for annual company meetings, election of officers (captains, lieutenants, wardens, delegates), and appointment of fire chiefs and assistant chiefs by the town board.
