Adds two legislative-appointed members to the New York State Housing Finance Agency: one appointed by the temporary president of the senate and one by the speaker of the assembly, serving at their respective pleasure.

Maintains existing membership of the agency consisting of the commissioner of housing and community renewal, director of the budget, commissioner of taxation and finance, and four governor-appointed members with six-year terms requiring senate advice and consent.

Changes vacancy-filling procedures so that vacancies in all agency positions are filled in the same manner as the original appointment, rather than only governor-appointed vacancies being filled by the governor with senate consent.

Aligns the membership of the Housing Trust Fund Corporation and Affordable Housing Corporation with the same membership structure as the New York State Housing Finance Agency.

Takes effect January 1st following enactment into law.
