Establishes a temporary nine-member Commission on Long Term Care Facilities to study effects of long-term care facility closures on residents, families, and availability of placements for dementia and skilled nursing care patients.

Commission members include the Director of the Office for the Aging, the state long-term care ombudsman, and seven additional members appointed by the Governor, Senate President, Assembly Speaker, and minority leaders, all with expertise in long-term care and advocacy.

Commission must submit findings and legislative recommendations to the Governor and legislature one year after its first meeting.

Imposes a moratorium prohibiting closure or conversion of long-term care facilities or reductions in staffing levels for one year after the commission reports its recommendations.

Exempts non-profit long-term care facilities operated by religious groups qualifying as tax-exempt entities under Internal Revenue Code Section 501(c)(3) from the closure moratorium.
