Requires a permit from the department before more than 50 motorcyclists can gather as an assembly and ride together in New York City.

Permit applications must be in a form prescribed by the commissioner and must include the planned route for the assembly.

Permit fees are set according to section 28-112.8 of the administrative code, and fees must accompany the application and any renewal requests.

New York City Department of Transportation and relevant community board(s) must be given the opportunity to view and comment on permit applications before approval or rejection.

The act takes effect 180 days after becoming law, with authorization for necessary rule and regulation implementation effective immediately.
