Amends Penal Law Section 125.22 to add a new subdivision criminalizing killing a police or peace officer with intent to prevent them from performing lawful duties, when the officer was performing official duties and the defendant knew or reasonably should have known the victim was an officer.

Modifies existing subdivision 2 to clarify that extreme emotional disturbance is a mitigating circumstance that reduces murder charges to aggravated manslaughter in the first degree or manslaughter in the first degree for killings of officers.

Titled the "Police Officer Vincent Guidice Memorial Act" in honor of a fallen officer.

Takes effect 90 days after enactment into law.
