Creates a 17-member Task Force on Animal Laws to examine and improve animal protection laws and the relationship between animals and humans in New York State.

Task force members appointed within 60 days by legislative leaders, state commissioners (Environmental Conservation, Health, Agriculture and Markets), Secretary of State, and the Governor, with expertise in animal-related fields and geographic representation across the state.

Task force must study laws governing companion animals, farm animals, service animals, wildlife, and animals used in entertainment or research, as well as regulations for animal welfare organizations, shelters, and pet dealers.

Requires minimum of three public hearings in New York City, western New York, and upstate eastern New York, with authority to conduct additional hearings and investigations.

Task force must submit preliminary report within one year and final report with legislative proposals within two years of the effective date, then expires 24 months after becoming law.
