Changes the New York City Water Board from seven members appointed solely by the mayor to a structure where the mayor appoints four members, the city council speaker appoints one, the comptroller appoints one, and the public advocate appoints one.

Requires all water board members to be confirmed by the city council before commencing their term.

Prohibits appointees from being city officers or employees, or having served in such capacity within the preceding six months.

Changes the selection of the board chairman from mayoral appointment to election by the board members themselves, subject to quorum and voting requirements.

Takes effect immediately upon enactment.
