Requires every residential facility under the control of a state agency to keep on file and maintain accessible a facility site plan.

Mandates that residential facility site plans be made available upon request to local municipal governing bodies and emergency responders.

Defines "state agency" to include any department, bureau, commission, board, public authority, or other agency of the state, including public benefit corporations with board members appointed by the governor.

Applies requirements uniformly across cities, towns, and villages by amending the General City Law, Town Law, and Village Law.

Takes effect thirty days after becoming law.
