Repeals paragraph (c) of subdivision 1 of section 35.07 of the arts and cultural affairs law relating to unlawful exhibitions

Renames current "endangering the welfare of a child" offense to "endangering the welfare of a child in the second degree" and keeps it as a class A misdemeanor

Creates new felony offense of "endangering the welfare of a child in the first degree" (class E felony) for repeat offenders within five years or those who solicit others to commit the second-degree offense

Adds new subdivision 3 to section 260.10 making it illegal to employ, use, or exhibit a child under sixteen for begging, soliciting alms, rag picking, collecting refuse, or peddling, or to consent to or refuse to restrain a child from such activities

Adds section 260.10-a conviction to the list of offenses resulting in five-year driver's license disqualification under vehicle and traffic law
