Amends Public Housing Law Section 402 to require NYC Housing Authority to first offer vacant units to current tenants with mobility-affecting disabilities living on higher floors in the same building.

Vacant unit must be the same size or smaller than the tenant's current unit, and the disability must be defined under Executive Law Section 292(21).

When multiple eligible tenants exist, preference goes to the tenant with the longest residency in the project.

Takes effect on the thirtieth day after becoming law.
