Requires the Landmarks Preservation Commission to approve a motion by majority vote to place a landmark, interior landmark, scenic landmark, or historic district on the public calendar before holding a public hearing.

Mandates the Commission to make available a draft designation report at the time of calendaring that specifies the special character, historical or aesthetic interest, and for historic districts, identifies each building with its style designation and rationale for proposed boundaries.

Requires the Commission to promulgate rules governing construction, reconstruction, alterations, and demolition in designated historic districts within 90 days after any designation.

Establishes 12-month deadlines for designating landmarks, interior landmarks, and scenic landmarks, and 24-month deadlines for historic districts, after which items are removed from the calendar unless extended with written owner concurrence.

Allows testimony and evidence regarding economic impact of proposed designations at public hearings, and requires such evidence to be part of the record for City Planning Commission and City Council review.
