Commissioner of Education shall establish a pilot program in three school districts (one urban, one suburban, one rural) to provide early screening and intervention services for children with dyslexia risk factors, including low phonemic awareness.

Participating school districts must screen children six years old or younger for dyslexia, provide reading intervention services through multisensory structured language programs, and administer assessments to evaluate program effectiveness.

School districts must notify parents or guardians when dyslexia is suspected and obtain written parental consent before enrolling children in the pilot program, including providing information about the learning disability and available treatments.

Pilot program shall operate for three full school years beginning at least three months after the effective date, with participating districts required to submit annual reports to the commissioner on program operations and results.

Commissioner shall submit a comprehensive report to the governor and legislature by December 31st of the third school year evaluating pilot program results and making recommendations on whether to continue, expand, or modify the program.
