Replaces state route certification requirements for liquefied natural and petroleum gas transportation with federal compliance standards, requiring carriers to obtain hazardous materials safety permits from the federal motor carrier safety administration.

Repeals subdivisions 1, 3, and 4 of section 23-1713 of environmental conservation law that previously required the Department of Transportation and Department of Environmental Conservation to establish state-specific safety criteria for transportation routes.

Removes references to route certification requirements from inspection, enforcement, and permit revocation provisions of environmental conservation law.

Removes transportation from strict liability provisions covering storage and conversion of liquefied natural and petroleum gas, leaving only storage and conversion activities subject to absolute liability for personal or property damage.

Takes effect immediately upon enactment.
