Amends Mental Hygiene Law Section 33.16 to include adult siblings as "qualified persons" eligible to request access to clinical records of adult patients or clients.

Requires facilities to provide adult siblings an opportunity to inspect clinical records within ten days of written request, on the same basis as parents, spouses, and adult children.

Permits adult siblings to access records only when authorized by law, rule, or regulation to provide consent for the patient's care and treatment.

Allows treating practitioners to deny adult sibling access to records if disclosure would have a detrimental effect on the professional relationship, patient care, or family relationships.

Takes effect immediately upon enactment.
