Prohibits persons convicted of animal cruelty violations under Agriculture and Markets Law sections 351, 353, and 355 from accepting or remaining in positions as dog control officers, animal control officers, or paid employees or volunteers at animal shelters, pounds, humane societies, animal protective associations, or societies for the prevention of cruelty to animals.

Excludes court-ordered community service workers from the volunteer ban, allowing individuals fulfilling mandated community service sentences to continue working at these facilities.

Makes it a class A misdemeanor for any dog control officer, animal control officer, paid employee, or volunteer to violate the employment restrictions.

Applies retroactively to all persons convicted of the specified animal cruelty violations on and after the effective date, not just future convictions.

Takes effect thirty days after becoming law.
