Establishes a statewide "blue alert system" within the division to identify, locate, and apprehend individuals suspected of killing or seriously wounding local, state, or federal law enforcement officers.

Requires the division to develop regional systems in coordination with local law enforcement agencies and commercial television and radio broadcasters; agencies that opt out must notify the division if an officer is killed or seriously wounded.

Includes state agencies capable of providing urgent information to the public, with mandatory participation from the Department of Transportation and New York State Lottery, plus voluntary participation from broadcasters and private entities.

Makes knowingly filing a false report that triggers a blue alert a Class A misdemeanor.

Directs the law enforcement council to develop criteria and procedures for the system and authorizes expansion to homeland security alerts, criminal acts, health emergencies, and other public dangers; takes effect 90 days after enactment.
