Amends General Business Law by adding section 397-b to establish a 120-day warning period before municipal or health agencies may issue monetary fines to congressionally chartered veterans' organization facilities for violations.

Veterans' organizations have 120 days to cure violations during the warning period; monetary fines may only be issued after this period expires if the violation continues.

Organizations may request a written extension after the 120-day period ends, which must include proof of attempted compliance during the initial period.

Provisions do not apply to imminent life-threatening building code or health code violations requiring emergency facility closure, or to violations of alcoholic beverage control law.

"Congressionally chartered veterans' group" is defined as any veterans' organization chartered by the United States Congress under title 36 of the United States Code.
