S. 3212 - Dog Shelter Requirements

• Amends Agriculture and Markets Law Section 353-b to strengthen outdoor dog shelter standards
• Requires housing facilities to have waterproof roofs, structural soundness, and insulation appropriate to local climate conditions sufficient to protect dogs from inclement weather while promoting retention of body heat
• Mandates shelter design allow dogs adequate freedom of movement to stand, turn around, and lie down with limbs outstretched
• Requires effective removal of excretions, waste material, dirt and trash from shelters
• Adds requirement for windbreaks at shelter entrances during November through March
• Takes effect 30 days after becoming law
