Defines "willful neglect" as improper maintenance or lack of maintenance resulting in substantial deterioration of residential property.

Requires the department to notify tenants and the Department of Buildings after three or more good faith complaints about health or safety violations within 120 days if conditions remain unrepaired.

Authorizes the city to commence legal action to compel repairs upon consensus of more than 50% of tenants, including cessation of removal or destruction of structural, mechanical, and electrical systems.

Allows the city to place a lien on the property equal to repair costs and administrative fees if repairs are not completed within 90 days of judgment; property owners must reimburse the city plus interest, penalties, and management fees.

Requires property owners to either relocate tenants to comparable housing at the same or lower rent or compensate relocation costs if repairs necessitate temporary displacement.
