Creates a 35-member New York State Council on Food Policy with representation from state agencies, agricultural organizations, food industry, educators, nutritionists, and community-based organizations to develop and coordinate state food policy.

Establishes procurement goals requiring state agencies and state-owned facilities to purchase 20% local farm and food products by 2018, increasing to 50% by 2022.

Encourages entities funded by state funds spending over $25,000 annually on food (schools, hospitals, child care facilities) to purchase 25% local products by 2019, increasing to 40% by 2024.

Allows state contracts for food purchases to give preference to bidders using local farm and food products if the cost difference does not exceed 10%.

Requires the Department of Agriculture and Markets to establish a geo-coded electronic database to connect schools with local agricultural producers interested in supplying fresh produce and food products.
