Amends the Environmental Conservation Law to add size and location requirements for retail dealers accepting empty beverage containers, requiring places of business to be at least 2,000 square feet or 5,000 square feet if licensed as a farm winery, or not located in a city with a population of one million or more.

Mandates dealers to accept returnable containers of the same type, brand, size, and design that they sell or offer for sale, regardless of where the customer purchased the beverage.

Requires dealers to provide cash refunds without requiring proof of purchase, and mandates redemption options when reverse vending machines are full, broken, under repair, or do not accept certain container types sold by the dealer.

Establishes a "New York Bottle Bill of Rights" posting requirement at the point of sale with specified sign dimensions (minimum 8 inches by 10 inches) and lettering size, detailing consumer rights to refunds and redemption hours.

Directs the Department of Environmental Conservation to maintain a toll-free "bottle bill complaint line" available from 9:00 a.m. to 5:00 p.m. on business days to receive violation reports.
