Requires licensed or registered child day care providers to place security deposits exceeding two weeks of child care fees into an escrow account separate from provider personal funds and assets.

Providers must hold escrowed funds and, before service termination, either provide child care services equal to the deposit amount, return excess deposits with accrued interest, or return the total deposit with interest on the excess amount.

Takes effect 60 days after the bill becomes law.
