Changes the definition of "local governing body" to explicitly include counties, towns, cities, and villages in the General Business Law's one-call notification system provisions.

Requires local governments that contract for excavation of underground facilities to mandate that excavators complete the one-call notification system's training and education program.

Requires operators that contract for excavation of underground facilities to mandate that excavators complete the one-call notification system's training and education program or meet an alternative written qualification program under 16 NYCRR Part 255.

Modifies notification requirements in case of contact with or damage to underground facilities to include immediate notification to the fire department when electrical shorts, gas escapes, or hazardous fluid releases endanger life.

Effective immediately upon enactment.
