Amends Agriculture and Markets Law to expand quinquennial (every 5 years) reporting requirements for the commissioner on the state farmers' markets program, with reports due January 1st, 2007 and every fifth year thereafter.

Adds requirement to include in reports the number, nature, and geographic locations of food deserts in New York, with detailed demographic information and descriptions of food sources.

Requires assessment of successes, failures, and barriers in establishing farmers markets in food deserts, along with recommendations for overcoming identified obstacles.

Mandates inclusion of a list of available funding sources for expanding farmers markets into food deserts.

Takes effect immediately upon enactment.
