Amends the agriculture and markets law to add "agricultural custom operator" as a defined term under the definition of "farm operation"

Defines an agricultural custom operator as an operator hired by a farm operation to undertake essential farm activities, including planting or harvesting crops, spreading manure, and applying pesticides or fertilizers

Allows agricultural custom operators to request that the state agricultural commissioner provide opinions to local officials regarding whether proposed land use regulations would unreasonably restrict farm operations

Takes effect immediately upon enactment
