Increases the maximum state assistance payment for implementing county agricultural and farmland protection plans from 75 percent to 85 percent of eligible costs.

Increases the maximum state assistance payment for implementing municipal farmland protection plans from 75 percent to 85 percent of eligible costs.

Allows the maximum assistance percentage to increase further if the agricultural land owner contributes to project costs, up to a cap of 87.5 percent of total eligible costs for any specified project.

Maintains existing limits on state assistance for planning activities: $50,000 per county board or $100,000 for two boards applying jointly; $25,000 per municipality or $50,000 for two municipalities applying jointly.

The act takes effect immediately and expires three years after enactment.
