Grants six continuing education credit hours per biennial period to insurance producers for active membership in a statewide professional insurance producer association.

Defines a qualifying association as one in existence for at least ten years, with membership of licensed insurance producers, dedicated to promoting integrity, professionalism, and ethical business practices.

Requires qualifying associations to publish a professional journal at least four times annually and issue or distribute at least six guidance or policy statements on professional practice, customer service, ethics, or substantive issues per year.

Establishes "active membership" requirements including full dues payment, certification of reading the association's code of ethics, and attendance at least one annual course or seminar sponsored by the association.

Requires professional insurance producer associations to file annually by January 31st with the superintendent a list of members in good standing and current code of ethics.
