Prohibits any person convicted of violating "Buster's Law" (Animal Cruelty section 353-a) from owning or possessing a companion animal unless authorized by a county court judge order.

Requires convicted violators to undergo psychiatric or psychological testing and demonstrate by clear and convincing evidence their capable and sound mental capacity before a court may authorize animal ownership.

Removes horses from the definition of "farm animal" in agriculture and markets law.

Adds new definition of "equine companion" to mean any horse used for recreational purposes including racing, jumping, showing, rehabilitative purposes, or kept as a companion animal or pet.

Takes effect thirty days after becoming law.
