Prohibits the sale, lease, or offering for sale of crib bumper pads by manufacturers, importers, distributors, wholesalers, retailers, and secondhand dealers in New York State.

Restricts use of crib bumper pads in child care facilities and places of public accommodation unless a medical professional determines they are medically necessary for a specific child.

Requires the Office of Children and Family Services to notify child care facilities of the ban in plain language and to promulgate rules and regulations for enforcement.

Allows the Attorney General to seek injunctions against violators with a civil penalty of up to $500 per violation, with each sale constituting a separate violation.

Takes effect 60 days after becoming law.
