Transfers the Willowbrook Parkway from Victory Boulevard to Great Kills Park at Hylan Boulevard to the NYC Department of Parks and Recreation.

Transfers two segments of the Richmond Parkway to the NYC Department of Parks and Recreation: from 60 feet south of Staten Island Expressway to Manor Road, and from Manor Road to Richmond Avenue.

Designates transferred lands exclusively for public park purposes and prohibits their sale, lease, or use for transportation without legislative approval and substitution of equal-value replacement lands.

Requires a sum equal to the construction cost of de-mapped parkways to be set aside for highway and transit improvements in Staten Island, including intersection improvements, expressway service road extensions, and connector construction.

Allows NYC to apply for legislative approval to exchange adjacent Rockland Avenue property of equivalent size and value for street improvements consistent with applicable land use and state law.
