Requires sponsoring agencies to notify the chief executive officer of cities with populations of one million or more before establishing community facilities including group homes, homeless shelters, detention centers, drug rehabilitation centers, halfway houses, and waste/industrial facilities.

Grants municipalities forty days to approve the proposed site, suggest alternative sites, or object based on concentration of similar facilities that would substantially alter the area's character.

If municipality suggests alternative sites, sponsoring agency has fifteen days to object, after which municipality has fifteen more days to suggest additional alternatives.

Establishes commissioner hearing process within fifteen days if sponsoring agency or municipality objects to site selection; commissioner must decide within thirty days whether the facility would substantially alter the area's character.

Prohibits licensing authorities from issuing operating certificates to facilities that fail to comply with the notification and site selection requirements; any certificates issued in violation are void and operation may be enjoined.
