Applies only to cities with populations of one million or more and requires contractors to recycle or reuse construction and demolition debris including metals, cardboard, drywall, glass, wood, concrete, brick, and asphalt.

Requires 25% recycling/reuse rate for projects with permits issued within one year of the effective date, and 50% for projects with permits issued one year or more after the effective date, measured by weight.

Covers new residential buildings with four or more units, new non-residential buildings over 4,000 square feet, non-residential building rehabilitations over 4,000 square feet, and demolitions of residential or non-residential buildings (with limited exemptions for projects requiring only plumbing or electrical permits).

Contractors must submit documentation within 30 days of project completion and can apply for waivers; cities may withhold building permits and certificates of occupancy until compliance documentation is provided.

Imposes fines of $500 per day for failing to submit required documentation, and $500 per percentage point of shortfall (or $250 per point for projects under 10,000 square feet) for failing to meet recycling requirements without a waiver.
