Requires the New York City Department of Education to employ at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines a substance abuse prevention and intervention specialist as a Department of Education employee trained through the New York State Office of Alcoholism and Substance Abuse Services.

Allocates $42,553,000 in funding from the Mental Hygiene Program Fund Account to the NYC Department of Education for school-operated substance abuse prevention programs.

Removes previous restrictions allowing the Office of Alcoholism and Substance Abuse Services to continue contracts without competitive bidding, replacing them with requirements for funding school-based prevention personnel.

Takes effect immediately upon enactment.
