Amends the Financial Services Law to extend emergency services dispute resolution protections to non-participating hospitals, previously limited to non-participating physicians.

Requires health care plans to pay non-participating hospitals a reasonable amount for emergency services and ensures insureds incur no greater out-of-pocket costs than they would with in-network providers.

Allows both health care plans and non-participating hospitals to submit fee disputes to independent dispute resolution entities, with determinations made within 30 days.

Requires health care plans to pay additional amounts directly to non-participating hospitals after initial payment when disputes are submitted by the health care plan.

Expands the definition of "health care provider" in fee reasonableness criteria to include hospitals in addition to physicians when determining appropriate payment amounts.
