Redirects surcharges collected from alcohol-related traffic convictions (DWI, DWAI, and related violations) to a new "impaired driving safety fund" starting April 1, 2019, with 50% of collections initially and 100% of collections from April 1, 2020 forward.

Establishes the impaired driving safety fund in the state comptroller's custody to receive surcharges imposed under vehicle and traffic law sections 1809-c ($25 surcharge) and 1809-e ($170 surcharge).

Allocates fund distributions as follows: 33% (capped at $3 million annually) to the office of probation and correctional alternatives for ignition interlock monitoring costs, and 67% to the department of motor vehicles for county special traffic options programs for DWI.

Expands the list of crimes whose fines and forfeitures are distributed to counties with special traffic options programs to include vehicular assault and vehicular manslaughter convictions under penal law sections 120.03-a, 120.04, 120.04-a, 125.12, 125.13, and 125.14.

Takes effect November 1 of the year following enactment.
