Amends the mental hygiene law to require the commissioner to identify New York State counties where prescription opioid abuse is most prevalent using available data, including information from the prescription drug monitoring program.

Authorizes the commissioner to notify pharmacists licensed to dispense prescription drugs in high-prevalence counties about local opioid abuse rates in collaboration with the department of health.

Encourages pharmacies and other prescription drug dispensing facilities in identified counties to distribute educational materials about prescription drug misuse and addiction.

Takes effect 60 days after becoming law.
