Expands the definition of "child" in education law to include any person under age 21 enrolled in a private school in New York State, in addition to public school students.

Includes private schools in the definition of "educational setting" to encompass buildings, grounds, transportation vehicles, field trips, and co-curricular activities.

Requires school administrators at private schools to report allegations of child abuse to law enforcement and the commissioner, matching requirements previously applicable only to public school superintendents.

Grants immunity from civil and criminal liability to school administrators at private schools who report child abuse allegations in good faith and in accordance with the law.

Takes effect thirty days after becoming law.
