City Council gains authority to review any New York City Department of Health regulation by voting to take jurisdiction within twenty days after the department files its report.

Council must hold a public hearing and approve, approve with modifications, or disapprove the Department of Health's decision within fifty days of receipt of the report.

If Council proposes modifications, the Department of Health has fifteen days to determine if additional review is necessary; if needed, the modification cannot be adopted, and the fifty-day council review period is paused during this determination.

Council action requires a majority vote, and if the Council fails to act within its review period, the Department of Health's decision is deemed approved.

The act takes effect one hundred eighty days after becoming law.
