Increases civil penalty for dog owner negligently permitting their dog to bite a person causing physical injury from $400 to $1,000.

Increases civil penalty for dog owner negligently permitting their dog to bite a person causing serious physical injury to up to a class E felony with a fine up to $5,000 (previously $1,500).

Upgrades offense for owner of previously determined dangerous dog negligently permitting it to bite a person causing serious physical injury from a misdemeanor to a class E felony with fine up to $5,000 and imprisonment up to 2 years (previously 90 days).

Subjects any person violating the above provisions who has a prior felony conviction under penal law title H to further investigation, including property search and seizure of illegal materials.

Takes effect 60 days after becoming law.
