Mandates supervising agencies to partner with organizations such as senior centers, community-based organizations, community boards, and preservation companies to disseminate forms and provide completion assistance.

Authorizes partnering organizations, entities, and agencies to accept completed forms from applicants and forward them to the supervising agency, with such forms treated as if received directly from the applicant.

Takes effect immediately, with amendments expiring when section 467-b of the real property tax law expires.
