Prohibits offering rides to the public on vehicles drawn or pulled by carriage horses, effective 180 days after enactment.

Removes carriage horse references from rental horse business definitions and licensing requirements, limiting them to riding horses only.

Requires horses retired from service to be sold or donated only to private individuals or animal sanctuaries/protection organizations that sign assurances the horse will not be used for carriage work and will be cared for humanely for life.

Eliminates carriage horse work hour limitations, rest period requirements, vacation mandates, and speed restrictions that previously applied to horse-drawn cabs.

Repeals all licensing, inspection, and regulatory provisions related to horse-drawn cabs and cab drivers, removing them from the Department of Consumer Affairs' jurisdiction.
