Amends the Mental Hygiene Law by adding section 9.65 to prohibit state-operated psychiatric facilities from admitting or treating registered sex offenders at locations that operate in the same building as a children's psychiatric center.

Requires facilities providing non-emergency clinical outpatient or inpatient psychiatric treatment to determine prior to admission or treatment whether a person is a sex offender as defined by Correction Law section 168-a.

Applies only to state-operated facilities that provide psychiatric treatment and share a building with a state children's psychiatric center.

Takes effect thirty days after becoming law.
