Expands the "energy services company consumers bill of rights" to include telecommunications services (land line telephone services), creating a combined "energy and telecommunications services company consumers bill of rights."

Adds new enforcement authority allowing corporation counsel or city attorneys to bring civil actions or request that the attorney general enforce the bill of rights against services distribution companies, their sales agents, and third-party representatives.

Prohibits sales representatives from being compensated on a commission basis or by number of contracts sold, and requires signed written contracts for telephone sales with acknowledgment of consumer rights.

Limits early termination fees to either $100 (contracts under 12 months), $200 (contracts 12+ months), or twice the estimated average monthly bill.

Establishes that services distribution companies are responsible for all conduct of their sales agents and third-party representatives, and makes non-compliant contracts void and unenforceable.
