Creates an 11-member task force on improving urban and rural consumer access to locally produced, healthy foods, chaired ex-officio by the Commissioner of Agriculture and Markets.

Appoints members from farms, not-for-profit food access organizations, the grocery industry, and economic development agencies, with appointments distributed among the Governor (4), Senate Temporary President (2), Assembly Speaker (2), Senate Minority Leader (1), and Assembly Minority Leader (1).

Directs the task force to identify strategies and develop innovative methods to expand access to healthy, locally produced food in underserved, nutritionally deficient urban and rural communities in New York.

Requires the task force to submit a report to the Governor and Legislature within one year of the section's effective date detailing activities, findings, and recommendations.

Sunsets and repeals the task force provision on December 31, 2021.
