Requires Department of State employees receiving complaints through the hotline to forward complaint contents to the Department of Agriculture and Markets and the appropriate local municipality.

Establishes April 1, 2018 as the effective date for implementation of signage and complaint procedures, with the toll-free number operational by January 1, 2018.
