Requires social services officials to notify attorneys for parties and the child's attorney of anticipated placement changes at least 10 days in advance, or by the next business day if an emergency placement change occurs.

Mandates reporting of any indicated child abuse or maltreatment reports concerning the child or other children in the same home within five days of indication to attorneys and the child's attorney.

Allows social services officials to protect confidentiality of identifying or address information regarding foster or prospective adoptive parents when submitting reports.

Requires all maltreatment reports to include a confidentiality statement advising recipients that information shall be kept confidential and used only in connection with family court proceedings without redisclosure except as authorized by law.

Takes effect 120 days after becoming law, except section 2 (technical repeal of conflicting language) which is retroactive to chapter 342 of the 2010 laws.
