Amends Agriculture and Markets Law Section 373(6)(a) to specify that impounding organizations must file petitions for security in the court where criminal charges have been filed, rather than any court.

Allows duly incorporated societies for prevention of cruelty to animals, humane societies, pounds, animal shelters, and their authorized agents to petition for security from animal owners to cover care expenses.

Establishes that security amounts shall cover all reasonable expenses for caring for seized animals pending disposition of charges, including medical care and boarding for at least thirty days.

Requires courts to determine security amounts after considering facts and circumstances of the case, including recommendations from the impounding organization and actual care costs.

Takes effect immediately upon enactment.
